DIL is looking for research and policy consultants to support our opportunities to work with governments and multilateral development banks (MDBs) to scale cost-effective innovations.

These consultants will help us take advantage of opportunities to work with and advise governments and MDBs, including the World Bank and the Asian Development Bank. DIL has strong and growing relationships with these institutions, and we’re seeking consultants who can turn early-stage conversations into new opportunities for embedding innovation and evidence.

DIL has identified two policy innovations with the potential to scale to reach tens or hundreds of millions of people through government programs in LMICs:

  • Drinking water treatment: Passive chlorination devices can be added to existing rural water systems at low cost, averting an estimated 19% of child mortality. DIL is developing a partnership with the World Bank to identify opportunities to integrate water treatment into government programs.
  • Weather forecasting and digital agriculture: DIL supported the Government of India to develop AI-based weather forecasts and disseminate them, reaching 38 million farmers in 2025. We have existing and new partnerships with opportunities to integrate agricultural AI-based forecasts and heat warnings into forecast systems.

We are seeking consultants to lead this policy process. We’re looking for senior consultants (10+ years of experience) with experience leading high-level policy work with governments and MDBs, as well as consultants with 4-10 years of relevant experience. We are particularly interested in consultants who have experience working with the World Bank or Asian Development Bank and have knowledge of their structures and procedures. Ideally, we are looking for consultants with a background in development economics, but we’re open to a variety of backgrounds.

Michael Kremer has a track record of embedding innovation with other institutions, such as helping to found and provide scientific direction to USAID’s Development Innovation Ventures.

Anticipated Timeline and Deliverables
We anticipate consultants will work 100 – 150 hours over 4-6 months. We’re open to applications from consultants who can work more or less than this.

We will work with the chosen consultant to delineate deliverables for their scope of work, but example deliverables include:

  1. Partnership Landscape Memo. Memo outlining opportunities at the MDBs, including identifying upcoming project cycles, procurement cycles, and stakeholder mappings. Identification of 3-4 countries to target.
  2. Scaling Plan in those 3-4 countries. This step includes detailed assessments of the opportunities and writing up a strategy of how Michael and DIL can engage. It may include directly engaging with MDB counterparts, writing talking points for Michael, and providing advice about how to maximize impact.

Engagement Assessment. Write a 90-day action plan advising Michael and DIL about how to engage with MDBs, including arranging meetings and developing materials needed for these engagements. This assessment should also note opportunities and risks.
